A proposal to turn the Rock into a global peace center appeared to be losing in very early returns Tuesday.With about 16 percent of ballots counted, 73 percent of San Francisco voters opposed the measure, while 27 percent supported it.
The measure, Proposition C, was not legally binding and didn’t come with the political clout or funding it would have taken to transfer the island from federal to city hands and raze its notorious prison.
